The rabies certificate must be issued and certified by an authorised vet. 

Local Pet Requirements

Pet dogs in Ottawa must be registered with the local council, and the dog licence must be renewed annually. Dogs that are spayed or neutered have to pay a reduced fee for registration. All dogs and cats must be microchipped.
